Common module - How do you use the Jquery UI theme support.

Okay I got where I need to be with using the common module. However, I can not get the ui theme support to work. Right now my tabs have no styling. I added a style sheet reference, see below, but still no dice. What am I missing on this so it will pick up the style from the common module or the jquery-ui-1.8.16.custom.css?

It goes in the theme root folder rather than the "style" sub-folder, so it should be :-
